No! Quran does not say “fair!” in terms of complexion. What was probably written was the use of “fair” in the olden context of being “beautiful.”
This is why the Quran is kept in its original Arabic. Because people translate to their taste and are capable of erroneous choices of words. The word in the Quran never states “fair complexion.”

So we see that the verse simply means, “companions with beautiful eyes.”
No Arab ever translates it as fair complexion.
